Check Scale Bottleneck Calculation

This concept is introduced to detect Check Scale starvation/bottleneck time during performance test at carousel.

When Check Scale running, it doesn't log any bottle neck time. When Check Scale isn't processing for 15 Sec it Logs one entry of 15 Sec Interval. If this situation continues for next 15 sec then it logs another entry and it continues to enter 15 sec interval till again CS process 1 cylinder.

Thus we have entry of multiple 15 Sec Stops with timestamp of MIS PC. Now we are clubbing all the 15 Sec intervals adding up to more than 30 Sec/1 Min (It can be changed through code) Total first bottleneck duration.

If there is break more than 2 Minutes in this 15-Sec stop Timestamp, it will be considered next stop.
